It is mandatory for every citizen to obey the rules imposed by the government especially during a collective crisis. Significantly, for COVID19, an epidemic, there has to be a collective measure to stop it from spreading. So, people are expected to literally do nothing but, to keep themselves in self-quarantine, locked down in their respective residences.
A citizen in Italy who was found on the street forgoing the rule imposed by the government, was struck hard by a police officer who happened to spot him being reluctant to get inside.
