Surjith Might not have Fallen into Borewell if the Listed Steps were Followed

While the rescue teams including the members from National Disaster Response Force (NDRF) are trying in various ways to rescue the boy, the rules and regulations involved in the process of digging a borewell in Tamil Nadu including the imprisonment terms in case of violation have been listed below as per News 18 report.
Before initiating the process of borewell digging, necessary permission should be obtained from the district administration.
The borewell should be dug complying to the mentioned safety standards
In between the process, if the employees were to be given a break or rest, the borewell should be closed temporarily.
A warning board should be placed in the locality where the borewell is being dug.
While the work is in process, the area should be protected by thorn fencing or barricades.
If water could not be obtained, the Borewell should be closed properly and the land used should be restored back to normalcy.
The borewell area should be closed properly by means of iron plate further protecting it with strong nuts and bolts.
Once the borewell is dug completely, the information should be passed over to the district administration.
As per the Supreme Court's order, if someone falls into the borewell and loses his or her life, only the person who holds the land and in charge of the borewell should bear the responsibility.
According to the 1920 district municipalities act, under section 316, unregistered or permitless Borwell digging will lead to 3 to 7 years of imprisonment.
Probably Surjith might not have fallen into the borewell if the above-listed steps were followed.
