Chennai: Dog beaten to death; 2 arrested

An apartment resident who witnessed the attack said the incident took place on the evening of October 1, allegedly upon the orders of the President of the Apartment Association.
The resident Nishal said that he was on the second floor when he heard a dog crying in a lot of pain. When he looked from the balcony, he saw two security guards beat a dog to death. He rushed down and took a video of the attack but Sundar Raj, the President of the Apartment Association threatened him and asked him to delete the video.
However, Nishal managed to capture some shots of the place where the attack took place after they had left. With this, he approached the Jeevan Bhima Nagar police station in Anna Nagar West and raised a complaint, which led to the arrest of the men under Section 429 of the Indian Penal Code (Mischief by killing or maiming cattle, etc, of any value or any animal of the value of fifty rupees) as well as Section 11(1) of the Prevention of Cruelty to Animals Act (Treating animals cruelly).
